When does a snow fall become a snow storm?

After all, there is a difference between a 'storm' and a 'fall', right?  York was covered by from 2-4 inches of snow Friday night. 

Whatever snow blankets the ground this weekend is likely to be gone early next week. Sunday will be chilly, with highs in the mid-30s, meteoroligist Craig Evanego said, but temperatures will reach into the 50s Monday.
"That'll probably be the warmest day of the week," he said.
Temperatures will hover in the 40s during the day through Thursday, when there is a chance of rain.
The unusually mild winter is not unique to York County, of course. The entire Northeast has been spared so far.
